No ticket needed to see the Gateway. You only need a ticket if you want to take a boat ride to nearby caves.

I think 3 days are more than enough to see Mumbai. Most of the attractions are in South Bombay area.

If you mean do small boats depart from Gateway of India then yes it is possible. A boat trip to an island called Elephanta leaves from Gateway of India, meant to be worth it. Mumbai an amazing place but be prepared for crazy traffic and wonderfully warm people.
