Tough question because it all depends on what you want to spend and what you consider a reasonable walking distance. Then there the options of having a lake view or a river view which could double the cost in any hotel downtown. For us, we found two hotels that are very close to the lake yet reasonably priced. The Palmer House is a really fine old hotel, one of the oldest and great architecture. Yet one can find a nice room there (no lake view) for $150. It is about 4 blocks to the lake and Grant Park. We also stayed at the Congress Plaza Hotel. Depending on the time of year one can find a room here for $100 (again no lake view). It is right on the edge of Grant Park and does have rooms with a lake view. I have also stayed at W Hotel for a business trip. This hotel is a bit higher priced and has spectacular views of the lake as it is 1 block from the lake and 2 blocks from Navy Pier. There are probably 25 or more hotels in the loop within easy walking distance of either the river or the lake and the prices will vary from cheap to several hundred.

No problem walking dogs on a leash. It was common to see them and their owners enjoying the walkways. You will notice certain areas of the park seem to attract more visitors, in fact, lots of them. Avoid those areas and use the paths in the southern area of the park.
