No, the reserve is free of charge. Please note though that Moapa Valley NWR is only open fri-sun between labor day and memorial day (closed all summer). However if your schedule doesn't work for that, I can also recommend the Ash Meadows NWR (north of Pahrump) which is open daily year round.
