I am not 100% sure. I do know that much of the beach in Vero is private beach so I do see people with their dogs on the beach around their homes and in the water however they are not allowed on a beach with lifeguard stands. A lifeguard once told us that he could ask any of the owners to remove the dogs from the beach....so truly I would look up the law per beach.
I don't snorkel and have never seen anyone there snorkeling. But, this beach is so beautiful, you can walk a long way, gather shells, and enjoy just relaxing beachside.
