If visiting on a weekend, its better after lunch in my opinion as there is more activity to see along the pier where the fisherman have moored their boats. Definitely less action during weekdays. If you need more information about sightseeing in Hong Kong, I'd recommend the TripAdvisor Hong Kong forum where there are helpful local experts and other volunteers who can quickly answer pretty much any questions you have about HK.
