North Carolina municipalities such as Asheville and Blowing Rock and communities in Tennessee may see a credit downgrade in the wake of Hurricane Helene, S&P Global Ratings said in a report on Thursday.

Early in-person voting has started in the presidential battleground state of North Carolina. That includes in the mountains, where some potential voters still lack power and clean running water after Hurricane Helene’s epic flooding last month.

Jazmin Rogers, an Asheville native and a member of the Block Collaborative, a Black landowners group, said the lack of federal and state response and of aid to the poor and working class in the state — before and since Helene — is pushing her and others to sit out the election.
