Texas cities, counties, higher education institutions and nonprofits clambered Tuesday to gauge the potential fallout from the suspension, later blocked temporarily by a federal judge.

"We have scrambled today to see what would be impacted, Parkland, schools. Because of the walk back, there will not be those immediate impacts."

Dallas says a review of city programs, and existing and planned projects supported by federal grants, is underway.
