WASHINGTON -- Franklin Delano Roosevelt, 32nd president of the United States, took office for a second term today in a winter rain storm with a challenge to the nation for further reform.

Last week he was ordered to join a reconnaissance squadron at Muroc, Calif. Rangy Franklin Delano Roosevelt Jr., an ensign in the U.S. Naval Reserve, is on duty with the North Atlantic patrol.
