The holo-communicator, or holographic comm system, was a type of communications technology employed by the Federation and the Klingon Empire. It allowed two parties to converse as if in the same room by sending holograms of each other courtesy of projectors.

In short, it was difficult to shoot and light as well as requiring a lot more blocking and set design than a normal viewscreen shot.

Now, this doesn't mean that Starfleet used holograms for communication, but holograms as technology was in use at the time of Kirk and co. It's also clearly not perfect in Discovery as we see images shiver often.
