That and the fact that he added all the badges and whatnot - well... it's just a counterfeit. That kind of business just sucks. They are sometimes referred to as BMW replicas which is not correct; they are derivatives of the IMZ. Production began in the late 1950s or early 1960s.

When Dnepr made a 2WD, it was a swingarm as well, unlike BMW who could only engineer theirs onto a hardtail. The sidecars were swingarm sprung as well, unlike BMW who used leaf springs or no suspension at all on their sidecars.

Basically, a Dnepr is a Ukrainian version of the Ural. Reports vary; some people say Dnepr started building military motorcycles during World War II, almost identical to Ural’s copy of the BMW R71 design. Other reports say production started in 1946. Either way, Dnepr built very similar machines to Ural up until the Iron Curtain fell.
