Storm Owl, known as Storm Fukuroul (ストーム・フクロウル, Sutōmu Fukurouru) in Japan, is a horned owl-based Reploid from Mega Man X4 who is a member of the Repliforce, an organization branded as Mavericks because of their desire for independence.

The owl exhales lightning at a target within 30 feet of it. The target must make a DC 13 Dexterity saving throw, taking 18 (4d8) lightning damage on a failed save, or half as much damage on a successful one.

The owl exhales lightning in a 40-foot line that is 5 feet wide. Each creature in that line must make a DC 14 Dexterity saving throw, taking 28 (8d6) lightning damage on a failed save, or half as much damage on a successful one.

Storm Owl is one of eight Maverick bosses from Mega Man X4. Storm Owl was a general of Repliforce. He commanded the organization's air force. He was also a very proud soldier. When Repliforce was labeled as a group of Mavericks, Storm Owl became resentful. He commanded his air force to attack a city which diverted the Maverick Hunters' attention.

Tenkuuha, or Tenkūha (天空覇 lit. "Aether Rule") is the special technique and Z-Saber upgrade that Zero learns after defeating Storm Owl in Mega Man X4. This technique is based off Storm Owl's ability to absorb damage from some types of energy attacks.

Storm Owl initially starts out by flying all around the screen, trying to stab at X with his claws. Each time he's hit, he'll generate a protective shield to protect himself from consecutive attacks. On the ground, he'll either attack with a 3-directional laser blast or with his double cyclone.

Air Force (エアフォース Eafōsu) is Storm Owl 's stage in Mega Man X4. It is a fleet that is part of Repliforce 's Air Wing.
