Jun 29, 2023 · I see my core voltages spike even over 1.5V, but understand now that the core voltages differ from the SoC voltage (thanks for explaining). I take it that the IMC of the CPU's SoC is now limited to no more than 1.3V (assuming the IMC voltage is the same as the CPU SoC voltage), but can't figure out if the DDR5 EXPO voltage follows the IMC voltage.

The core voltage is almost certainly not sitting at 1.55V constantly. In all likelihood, your call to read the voltage is creating a spike in demand which raises the voltage in time for it to be read.
